According to investigators, in 2021-2024 Popov, responsible for the development, maintenance and operation of the Patriot Park, enriched himself at his expense, acting together with the deputy head of the Main Directorate of Innovative Development of the Ministry of Defense Vladimir Shesterov and the director from Patriot Park, Vyacheslav Akhmedov. The total amount of illicit enrichment amounted to more than 60 million rubles.

According to the Investigative Committee, Popov arranged his suburban area in the Krasnogorsk district of the Moscow Region at the expense of the park and, through his subordinates, forced the directors of companies linked by contracts with the park to carry out construction work and installation in your suburban apartments for free. After building the house and improving the plot of about 3 hectares, Popov continued to maintain it at the expense of the park. He is accused of theft of more than 30 million rubles as part of a group of people.
