The climatic emergency situation adds tremendous pressure on state budgets, already exhausted.

The summit is looking for more than the diagnosis: it is proposed to give a new political and financial consensus capable of freeing the structural suffocation of the south. The so -called “commitment of Seville” includes long proposals, such as the exchange of debts for social investments, the reform of international tax systems and the creation of new multilateral financial institutions under the UN umbrellas. Purpose: to mobilize about $ 4 billion a year until 2030 and triple the credit capacity of development banks. Global taxes also increase to large conditions, in carbon and financial transactions in order to strengthen the more fair management of the international tax system.

However, despite all these good intentions, the road suffers from obstacles: the absence of the United States in signing adherence and systemic rivalry with China reduces the possibilities of a mandatory and effective agreement. Despite this, for many countries under development, the urgency of collapse does not allow us to expect an “perfect” reform.

In addition to documents and statements, what is put on a map in Seville is the most vitality of the world development model, which turned out to be financially impossible, politically unfair and environmentally unstable. The demand of the southern countries is clear: they do not want charity, they require financial and climatic justice. Organizations such as Greenpeace, the World Education Campaign and Southern Global Emphasion networks that promises or caused funds are not enough; Legal obligations, immediate measures and monitoring mechanisms are required.

The Seville summit can note the turning point if it manages to surpass ordinary rhetoric and move to a more democratic, inclusive and stable global financial architecture. If this does not succeed, the price will be not only a violation of the SDUR (which already represent an alarming delay in its implementation), but also the aggravation of the moral and system fracture, which threatens to delegitimize the multilateral order itself.

2 Chile: Lefts are tested in the decisive primary

This Sunday, the Chilean left faces one of the most decisive primaries from the moment of returning to democracy. Not only because of its reach – to collect for the first time almost the entire progressive arch under the same electoral coalition – but also for the fact that it is put on the map: its leadership, its electoral viability and its ability to reunite with more and more skeptical and unstable citizenship.

The Chile alliance unit, which unites the wide front of President Gabriel Borik, the Communist Party, democratic socialism and other forces associated with them, seeks to determine his president -the ladder of the flag in the face of elections that foresee the mountain. The vote organized under the auspices of the electoral service (Servel) will be open, although with certain restrictions: the militants of the parties that do not integrate the coalition may not participate, which limits the electoral universe and raises questions about the representativeness of the result.

From an institutional point of view, this is an unpublished step. Never before the Chilean left and the center went in this way in a jointly organized primary, with the exception of cases when there was already a unique candidate or in the second round. Consequently, the bet is important: the streamlining of the progressive field, legitimizing the leadership that arises, and giving a sign of unity before the political script that is inclined to the right.

The context cannot be more complicated. Since 2009, not a single resolution has been able to remain in power in Chile. The left is acted after an unsuccessful process, with disappointed citizenship and with a public agenda, which dominates the concern for the safety of Venezuelan, migration and economic crisis. In this climate, the right – more cohesive and on the rise in polls – it seems that it has a wind, with a speech with a hard hand, which strongly resonates in the wide sectors of the electorate.

Polls show mixed signals. While Carolina Toha, the former Minister of Internal Affairs and figures of democratic socialism, appears as a letter with the greatest competitiveness in the second round, Janett Jara, the former Minister of Labor and the Referent of the Communist Party, becomes a favorite to win the internal primary elections. This raid between the primary viability and general vitality configurates one of the most difficult dilemmas for the solution: to win the general victim of the general? But the truth is that no one is sure of victory, and this Sunday there may be a surprise.

In the background, what is put on the card today is not only candidate, but also the diagnosis of the left in its place in the current Chile. Should you double your commitment to the transforming agenda, even with the risk of polarization? Or should it turn to the center to capture the temperate voter who migrated into disappointment or on the right?

This Sunday, the left passes a key test. What has been decided is not only a name, but also an opportunity to formulate a reliable alternative to inspired law and democracy, which requires updating and effectiveness. In addition to the result, a real test will begin on Monday. A candidate or candidate who triumphs should not only unite progressiveism, but also create a convincing narrative that can dispute the political center, the struggle with the wear of the ruling party and, above all, confirming the citizenship that distance from the great coalitions. The currency is still far away, but the race begins today.
