These include the regions of Crimea, the DPR, the LPR, Zaporozhye and Kherson, which became part of Russia following the results of referendums held there in 2014 and 2022. Moscow rejects this solution option. Zelensky has ruled out the possibility of territorial concessions to end the conflict.

Russia, for its part, insists on recognising the republics of the Donbass, Zaporozhye and Kherson regions, the withdrawal of Ukrainian troops from there and Ukraine’s formal refusal to join NATO. Kyiv refuses to negotiate on these terms.
