Once D-Day and H-Hour arrived, SegurCaixa Adeslas, Asisa and DKV finally decided to reject the government’s proposal and will not participate in the next Muface concert. Something that will not happen with the mutual societies of the military and judicial personnel (Isfas and Mugeju).
The three companies considered the economic proposal insufficient: an increase in premiums of 17.12% and a duration of two years. Translated into euros, 1,337,059,970 euros in 2025 and 1,344,553,098 euros in 2026. In total, 303.9 million euros more compared to the last year of validity of the previous agreement.

Why didn’t the insurers accept the government’s proposal?
The argument put forward by the three insurers is that they consider the system to be “underfunded”. And the government’s proposal included an increase in premiums of 17%. SegurCaixa Adeslas, Asisa and DKV proposed a 40% increase. Muface spoke of 24%.
The increase proposed by Muface would therefore involve injecting an additional 570 million euros into the system. In the case of insurers, we are talking about 950 million euros more. Where will Muface’s 1.5 million employees go?
There are two options available to officials related to the health care agreement. Thus, when insurers refuse the conditions, they have no choice but to turn to public health care or pay out of their own pocket for private insurance.
Until when can they be served at Muface?
Even if the agreement will not be renewed, insurers have an obligation to provide patients with the assistance they need. until February 2025. Or until you leave the hospital. And the Public Sector Contracts Act allows for the service to be extended when approval for another tender is pending.
What will happen to public health with this transfer?
According to the IDIS Foundation, by having to transfer mutualists to public health, visits to Primary Care would increase by 2%; there would be a 266% increase in the number of patients on waiting lists; and public health spending would increase by 1.214 million euros.
Will there be a new call for tenders?
The answer is yes. And any insurer who deems the government’s conditions appropriate and valid can apply.
Are there going to be mobilizations?
We expect so. This was announced by the Independent and Civil Service Trade Union Center (CSIF). The proposed dates are November 11 and December 16.
