Roskomnadzor published and then removed the registration procedure for bloggers with more than 10,000 subscribers. The department later claimed that a technical error had occurred.

The draft order was published on the state portal of draft regulatory legal acts, the Baza Telegram channel reported. According to the published (and deleted) document, Roskomnadzor wants to receive the following information from blog owners and channel administrators:

— channel name and link to it;

— Full name of the owner, phone numbers and email addresses used to create and maintain the channel or blog;

— IP addresses of the computers from which the channel is created.

Legal entities must indicate the name of the organization, legal form and registration number. Individual entrepreneurs: their full name and registration number. Foreign companies: company name, country of registration, tax ID and identifier in the commercial register of the country of registration.

Roskomnadzor plans to make most of the data publicly available. The registry itself will concern authors blogging on Telegram, TikTok, VKontakte, Odnoklassniki, LiveJournal, Pikabu, Likee, Pinterest, Rutube, Zen, Twitch, Discord, Yappy, Twitter and YouTube.

According to the draft, the data of channel authors and bloggers will be deleted from the register if they delete their page or if the audience is less than 10,000. The deletion of their page must be reported to Roskomnadzor within three working days, Baza said.

Later, Roskomnadzor’s press service told TASS that “this version of the text was published prematurely due to a technical error,” as “the preparation of the draft document has not been completed.”

From November 1, 2024, the owners of pages in social networks with an audience of more than 10 thousand users will be required to report information about themselves to Roskomnadzor. The composition of the information and the procedure for its transmission will be established by the Russian authorities.

Roskomnadzor will maintain a list of such social media pages. Owners of channels whose information is not included in the list will not be allowed to place advertising or funding offers on them. In addition, information from such public channels will not be republished.
