Torrijos City Council agrees with unions on improving working conditions for civil servants

The City Council of Torrijos (Toledo) has agreed with the unions CCOO and CSIF, the Local Police union, important improving working conditions for municipal employees. Some measures that were approved at the General Negotiation Table held last Wednesday between the local government and the unions, in the presence of the mayor, Andrés Martín; the deputy mayor, Laura Félix; the councilor for social protection, Marta Flores; the councilor for citizen security, Marco Antonio González; and the aforementioned unions. These measures will be fully ratified.

Regarding the Local Police, the Municipal Government has sought to respond to the needs of the agents, who benefit, among other things, from a incentive system. On the other hand, it is guaranteed at the same time that all shifts (morning, afternoon and night) are covered, with team changes being carried out if necessary on a mandatory and paid basis. In addition, this creates a bag of paid overtime in which the 16 available local police officers will be registered. The obligation to accept these overtime hours will guarantee to cover all shifts and to solve a problem that came from behind.

The agreement, reached with the favorable vote of the union representatives of the agents, the political groups and the abstention of the CCOO, will provide for a reduction in overtime for the agents and will result in savings for the municipal coffers, while promoting the conciliation of work and family life of these agents.

On the other hand, for the rest of the employees of the City Hall, among other novelties, the incorporation of a salary improvement through an incentive system that rewards workers for the efficiency of their service, in addition to increasing the bonus for extraordinary services, which has not been increased since 2016. These improvements were voted for by both unions and political groups, with the exception of the PSOE, which abstained from updating the incentives for extraordinary services for all workers.

Alongside teleworking approved in July, the flexible hours already appreciated by employees of other higher administrations such as the Junta de Comunidades de Castilla-La Mancha or the Provincial Council of Toledo, with a fixed general schedule from 9:00 a.m. to 2:00 p.m. (varies depending on the department in question), and the remaining two hours can be completed up to 7 per day (the 35 hour work week) in any other time slot on that day or another. A schedule which, on the other hand, is adapted in summer, allowing employees whose work is affected by the heat to work from 6:00 a.m. to 1:00 p.m., which is recognized in the signed agreement.
