Conpymes hopes to be recognized as a member of the social dialogue and break the CEOE monopoly

The National Confederation of SMEs (Conpymes) said on Saturday that it hopes the new course will bring it recognition as a member of the social dialogue and that the CEOE’s monopoly will be broken.

In a statement, he called on the Ministry of Labour to honour its commitment to the government’s annual regulatory plan for 2024, which includes a Regulatory law of the representativeness of companies in the field of SMEs.

The president of Conpymes, José María Torres, said that the objective of this law is develop rules for representing companiesl, in particular those linked to greater representation of small and medium-sized enterprises in social dialogue, collective bargaining and institutional participation.

Torres said they should be enforced recognition procedures and representativeness to determine which organizations benefit from the right to collective bargaining.

He recalled that currently there is no regulated administrative procedure to obtain recognition as the most representative business organization at the state level for the purposes of institutional participation, nor a legally established counting method to accredit representation of 10% or more of businesses and workers at the state level.

Conpymes indicates in its statement that the professional organizations currently recognized as the most representative for the purposes of institutional participation “They did it because of their notoriety, without providing any evidence.”

The organisation states that social dialogue cannot be “the preserve of a few, in which other social partners representing SMEs are not allowed to enter”. with its own independent voice.”

Torres stressed that after 47 years, a rule ends the monopoly of CEOE-Cepyme as the sole social partner of public institutions and that Conpymes will occupy one of the seats representing the commercial organizations most representative national and intersectoral level within the State Council of SMEs and the National Observatory of Private Crime.

Conpymes hopes that solid progress will continue towards democratization of social dialogue in Spain and the monopoly of representation ends.

In June, the Ministry of Industry and Tourism informed Conpymes that would occupy one of the seats of the State Council of SMEs and the State Observatory of Private Crime.

The government has made changes to allow the Catalan employers’ association Pimec, linked to Conpymes, to access the National Consultative Commission for Collective Agreements (CCNCC) or the Economic and Social Council (CES), a changes that did not please the CEOE nor to Cepyme.
