The “Koldo plot” paid 88,119 euros to a senior Civil Guard official to guarantee his safety

A new report from the Central Operational Unit (UCO) of the Civil Guard, as part of the investigation investigating the collection of millionaire commissions for the purchase of masks during the pandemic from the Ministry of Transport of José Luis Ábalosconfirm the “salary” that Rubén Villalba receiveda senior Civil Guard official also indicted in the “Koldo affair” and on behalf of the alleged criminal organization. Villalba would have received up to 88,119 eurosboth by the businessman Víctor Aldama and by the advisor of Ábalos, Koldo García. All in exchange for guaranteeing the safety of the members of this group in case they are “caught”.

The relationship between the former Zamora CF president and Villalba began in 2019 through the mediation of Koldo, who already had a relationship with the agent under investigation. However, it is in May 2021 that we find the first reference to these payments. In this case of 1,000 euros which in October become 2,000 for him and 1,600 for his wife. Something that researchers confirm in a conversation taken from the phone of César Moreno, collaborator of Aldama and one of the members of the WhatsApp group “The 4 Musketeers”.

Nevertheless, Not all of these payments arrive in the same way to the Villalba accounts that the UCO analyzed, since not all banking operations are estimated at 2,000 and nor is it the agent investigated who makes the deposit at the bank. In some cases this is done by one of the agents in charge of the Civil Guard’s own account, in other cases by a stepparent, but transfers between different accounts are also observed.

Thus, the UCO confirms that they were up to four agents who “directly or indirectly” They facilitated the arrival of the sums paid by Aldama into Villalba’s family accounts. In this sense, the report to which laSexta had access highlights that the money “was handed over by Rubén himself to the agents in cash, giving instructions on how they should pay it, the account number in which the payment had to be made and the concept should appear.

There are “several payments of 2,000 euros” made between 2021 and 2022 that the Civil Guard acknowledges having received. He even lists “between five and six deliveries of this type” under “sealed envelope” during this period which were collected by himself or by one of his agents, which would imply “a total amount of 10,000 and 12,000” euros for “the provision of a secure communication line”. The UCO emphasizes, however, that “on the basis of the monthly payments observed, it would have received an amount which would be between 35,000 and 47,000 euros” from the educated network.

One of the pieces of evidence the UCO clings to regarding these payments is a screenshot of a cellphone note Moreno sent to another member of the “4 Mosqueteros,” Javier Serrano, titled “ Fixed expenses”. In the image, “we observe that they divide a total amount of 89,100 euros, into different concepts and amounts. Highlighting on the one hand “10,000K!”since it could be cash given to Koldo. And on the other hand, “2,000 rands”“. This last registration would endorse the monthly payments received by Villalba.

Beyond Aldama’s deliveries, Koldo also allegedly made payments for “the provision of secure communication lines through the allocation of mobile terminals”. Concretely, it would be “a contribution of 4,000 euros in cash” that the investigated agent would have received in one of the epicenters of this plot “La Chalana Restaurant”. During a meeting which the UCO was able to confirm took place on October 17, 2023.

Following “the analysis of the family accounts” by the Civil Guard and pending the complete heritage study, as well as tax information on this subject, the UCO concludes that Villalba “received payments worth 145,049 euros of unknown origin in the analyzed section. period (2017-2023)”. If we look at “the period covered by Aldama’s accredited payments (2021-2023), these payments are concentrated 60.75% of the totaladding 88,119 euros.” Something more than the 12,000 he admits to having received.
