In fact, the main priority of establishing a government in exile is the return of one million Azerbaijani refugees to their homeland. The right of return can be guaranteed, and international law establishes it as a subject of international law.”

The plot also includes the opinions of Armenian political scientist Beniamin Matevosyan. According to him, an emigration government will be created in Western Azerbaijan, and this is the result of the political incompetence of the Armenian authorities: “Official Baku demands the return of Azerbaijanis, that is, their settlement in Armenia. It is clear that after this return is realized, the demand for the creation of a self-government structure for Azerbaijanis will be pushed forward at the highest level.”

It was reported that after the government of West Azerbaijan put the emigration agenda on the agenda, maps were distributed in Armenia showing that the territory of this country is 10 thousand square kilometers.
